New Affordable Apartments Under Construction
Blackwater Ridge Breaks Ground on “The Rapids Apartments” to Expand Workforce Housing in Thomas, West Virginia
THOMAS, WV — Blackwater Ridge has officially broken ground on a new workforce housing development, The Rapids Apartments, bringing 20 much-needed affordable housing units to Thomas and the surrounding Tucker County region.
Construction is now underway on the project, with initial units expected to be available as early as late summer 2026.
The Rapids Apartments will include a mix of thoughtfully designed units to serve the local workforce and community residents. The development features:
14 one-bedroom apartments, including two ADA-accessible units, with rents projected at approximately $850 per month (utilities included)
6 two-bedroom apartments with rents of approximately $975 per month (utilities included)
As part of the mission to serve the area workforce, a portion of the units will be reserved for individuals and households earning 80% or less of the area median income, helping address a critical shortage of attainable housing in the region.
“This project represents a major step forward in addressing the housing challenges facing our community,” said Blake Truman, CEO of Blackwater Ridge. “We are expanding our footprint to create housing opportunities for the local workforce. With the growth of short-term rentals in the area, it has become increasingly difficult for residents to find reliable long-term housing.”
The Rapids Apartments are being constructed on Blackwater Ridge’s existing 35-acre campus, located approximately one mile west of downtown Thomas. The new units will be available to adults of all ages, complementing the organization’s existing housing portfolio, which includes units designated for older residents.
Blackwater Ridge, formerly known as Cortland Acres Association, transitioned its mission following the 2024 sale of its nursing home and rehabilitation center operations. The organization retained its residential housing assets and has since focused on expanding affordable housing options in the region. Proceeds from that sale are being reinvested directly into developments like The Rapids Apartments.
